Maryland Gov Proposes GPS Surveillance for At-Risk Youth

Earlier today I expressed concern about Maryland Governor Martin O’Malley, who announced yesterday that he’d like to expand the state’s DNA database to include not just those convicted of violent crimes and burglaries but also anybody arrested for those crimes. I was worried that he intended to make a similar announcement today in a follow-up meeting at the Baltimore Juvenile Justice Center, where he rolled out a plan to “monitor” about 200 young offenders. Turns out I was way off: he doesn’t want to take genetic samples of these kids; he merely wants to strap GPS devices to their ankles, beginning July 1, so he can track their every move.
