TYC Looks Askance at Missouri Model

The Dallas Morning News has taken a close look at daily life in the nationally renowned Missouri juvenile justice system in comparison to conditions in the Texas Youth Commission. One gathers from reading this article that Texas officials considered adopting the (successful, rehabilitative) Missouri model but concluded that they prefer their own (disastrous, punitive) approach. What with the TYC’s sex abuse and pepper spray scandals, the comparatively higher cost and soaring recidivism rates, and the remarkable failure to treat drug addicted inmates, who can blame them?
